English Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Manage Finances

Based on a recent poll of municipal councils, UK councils are preparing to sell social clubs, sports centres, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

The Key Cities Group representing second-tier cities in the UK reported that 60% of councils are planning to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have previously come under fire for disposing of public land and land to shore up their finances, but they contend they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition said that a significant number of councils attempting to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of municipal officials stated they would prioritise restructuring services and utilising financial reserves to weather increasing financial challenges.”

Detailed Cases of Proposed Disposals

Medway Council in southeast England said its asset disposal plan featured the sale of a shopping centre in Rainham and a social club in another town to raise £20m over five years.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the strategy.

Local Levy Rises and Wider Fiscal Pressures

This research of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will need to increase council taxes next April to cover the rising cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

The authority explained it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures require time to deliver both improved services and cost efficiency,” said a council leader.

He continued: “There are demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

National Trends and Projections

Research of regional authorities recently further found local finances being strained by the growing number of young people and adults requiring Send support.

A network of councils said that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a white paper setting out those reforms was recently delayed.

Disadvantage and Financial Shortfalls

Based on the most recent deprivation measures (IMD) covering UK local authorities, several key cities members were among the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the latest deprivation indices,” said the study.

“While only a single urban area is in the top 10 for disadvantaged communities nationally, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the extent of difficulties confronting municipal officials across key cities in the next twelve months,” the analysis concluded.

“Council officials have been clear about the necessity for a equitable and lasting funding system that reflects and addresses the real levels of deprivation and need,” stated a council leader.

“Without this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their residents.”

A fifth of local authorities have reduced or weakened care services in the past 12 months, the survey revealed.
