'Candy game'
The legal representative, prosecuting, detailed Ruben's offending to the court.
She explained his those affected were under-privileged children who were participating in a summer program which he managed.
Ruben engaged in a "candy game" with the youngsters, the legal counsel said, in which he would go into the children's bedrooms when they were preparing to sleep and request they to ingest treats "as fast as possible".
She informed the proceedings Ruben had conducted this practice with the children "for many years", and children had previously become sick the next day.
She explained the defendant had been capable of justifying this for many years as the youngsters being "overwrought by enjoyment", until his family member had worries in summer 2025.
Mrs Prior KC stated further: "Recently" his stepson had suspicions about the situation, with valid cause.
"They resolved" to have a look in the man's possessions."
The legal counsel said items including baby oil, ointment and injection devices were discovered, and his stepson contacted the authorities about his suspicions.
She said Ruben continued to conduct the "treat game" with six children that night - July 26th - and they were all sick the following morning.
"Law enforcement" had not arrived by that time," she stated further.
The police watchdog, the police conduct office, earlier informed that it was investigating law enforcement's management of the events.
The legal representative explained the children were struggling to walk due to being ill, so the family member notified the authorities a second time.
She said Ruben then conducted the "sweet game" in a space of five youngsters.
